In 2020, Denmark passed a new Climate Act. Labelled one of the world's most ambitious, the law explicitly obliges the country to be a global frontrunner in the green transition. Zooming in on the large Danish animal production sector, this article analyzes how ambitious climate goals are addressed by industrial, political, and scientific stakeholders in the sector. Based on the method of anthropological fieldwork, and theoretically informed by relational and performative approaches, as well as science and technology studies, the article explores how sustainability features in documents, policies, strategies, research presentations, and other outputs on Danish livestock, with the aim of understanding how an intensified animal production sector aligns itself with the green agenda. Accordingly, the article describes the work of sustainability and finds that a sustainable livestock industry is commonly articulated by making some units of animal production visible as central while ignoring or downplaying others. The analysis shows a Danish livestock sector that appears to consist of particular entities that science, industry, and politics can intervene in, manage, connect, and disconnect in specific selective ways. Altogether, the paper argues that this caters to a relative sustainability—a production sector seen as greener than others (per unit produced)—which, in turn, allows for it to ignore local responsibilities for planetary boundaries, even as Danish animal production is posited as a common, natural, and global good. The anthropological mode of analysis is an intervention that qualifies how such naturalization plays out.

The objective of this paper is to provide a comparative review of three active surveillance and control programmes in the Danish cattle sector to highlight important differences for decision makers to develop successful programmes. The focus is on differences in purpose, principles, design and instruments applied to achieve the goals stated for each programme for bovine viral diarrhoea (BVDV), paratuberculosis and Salmonella Dublin. The purposes of the programmes are to reduce economic consequences and improve animal welfare, and for S. Dublin also to prevent zoonotic risk, with varying importance as motivation for the programmes over time. The targets of the BVDV and S. Dublin programmes have been to eradicate the diseases from the Danish cattle population. This goal was successfully reached for BVDV in 2006 where the programme was changed to a surveillance programme after 12 years with an active control programme. The S. Dublin dairy herd-level prevalence decreased from 25% in 2003 to 6% in 2015, just before the milk quota system was abandoned. Over the last 5 years, the prevalence has increased to 8–9% test-positive dairy herds. It is mandatory to participate, and frequent updates of legislative orders were used over two decades as critical instruments in those two programmes. In contrast, participation in the paratuberculosis programme is voluntary and the goals are to promote participation and reduce the prevalence and economic and welfare consequences of the disease. The daily administration of all three programmes is carried out by the major farmers' organisation, who organise surveillance, IT-solutions and other control tools, projects and communication in collaboration with researchers from the universities, laboratories and, for BVDV and S. The lower test sensitivities (than for BVDV) lead to a requirement to perform repeated testing of herds and animals over longer time periods calling for withstanding motivation among farmers.

The assessment of animal welfare can include resource-based or animal-based measures. Official animal welfare inspections in Denmark primarily control compliance with animal welfare legislation based on resource measures (e.g. housing system) and usually do not regard animal response parameters (e.g. clinical and behavioural observations). Herds selected for welfare inspections are sampled by a risk-based strategy based on existing register data. The aim of the present study was to evaluate register data variables as predictors of dairy herds with violations of the animal welfare legislation (VoAWL) defined as occurrence of at least one of the two most frequently violated measures found at recent inspections in Denmark, namely (a) presence of injured animals not separated from the rest of the group and/or (b) animals in a condition warranting euthanasia still being present in the herd. A total of 25 variables were extracted from the Danish Cattle Database and assessed as predictors using a multivariable logistic analysis of a data set including 73 Danish dairy herds, which all had more than 100 cows and cubicle loose-housing systems. Univariable screening was used to identify variables associated with VoAWL at a P-value<0.2 for the inclusion in a multivariable logistic regression analysis. Backward selection procedures identified the following variables for the final model predictive of VoAWL: increasing standard deviation of milk yield for first lactation cows, high bulk tank somatic cell count (≥250 000 cells/ml) and suspiciously low number of recorded veterinary treatments (≤25 treatments/100 cow years). The identified predictors may be explained by underlying management factors leading to impaired animal welfare in the herd, such as poor hygiene, feeding and management of dry or calving cows and sick animals. However, further investigations are required for causal inferences to be established.

Veterinary antimicrobial consumption patterns vary considerably across Europe. These differences are not only limited to the total amount consumed but are also observed with regards to the relative proportion of the various antimicrobial classes used. Currently, most of the data on veterinary antimicrobials are reported at sales level without any information on the consumption by different animal species. This hinders a proper comparison of antimicrobial consumption at the species level between countries. However, it is imperative to improve our understanding on antimicrobial usage patterns at the species level, as well as on the drivers contributing to those differences. This will allow for development of tailored interventions with the lowest possible risk for human health, while ensuring effective treatment of diseased livestock. An important step to attain such an objective is to perform detailed comparisons of the antimicrobial consumption in each species between countries. We compared antimicrobial consumption estimates for cattle and pigs in Switzerland and Denmark, in order to distinguish species-specific patterns and trends in consumption from 2007 to 2013. Swiss data were obtained from a previous study that assessed methodologies to stratify antimicrobial sales per species; Danish antimicrobial consumption estimates were assembled from Danish Integrated Antimicrobial Resistance Monitoring and Research Programme reports. A decrease in antimicrobial consumption in milligrams per kilogram of biomass was observed for both countries (4.5% in Denmark and 34.7% in Switzerland) when comparing 2013 to 2007. For pigs and cattle, the overall consumption per kilogram of biomass of most antimicrobial classes was higher in Switzerland than in Denmark. Large variations in the relative consumption of different antimicrobial classes were also evident. Sulfonamides/trimethoprim and tetracyclines were consumed in a higher proportion in Switzerland than in Denmark, whereas the relative consumption of penicillins was higher in Denmark. The differences observed in veterinary antimicrobial consumption are not solely related to animal demographic characteristics in these two countries. Other factors, such as the level of biosecurity and farming practices, veterinarians and farmers' education, or governmental/industry programs put in place might also partly explain these variations. These differences should be taken into account when aiming to implement targeted interventions to reduce antimicrobial consumption.

The current fragmented framework of health governance for humans, animals and environment, together with the conventional linear approach to solving current health problems, is failing to meet today's health challenges and is proving unsustainable. Advances in healthcare depend increasingly on intensive interventions, technological developments and expensive pharmaceuticals. The disconnect grows between human health, animal health and environmental and ecosystems health. Human development gains have come with often unrecognized negative externalities affecting ecosystems. Deterioration in biodiversity and ecosystem services threatens to reverse the health gains of the last century. A paradigm shift is urgently required to de-sectoralize human, animal, plant and ecosystem health and to take a more integrated approach to health, One Health (OH). The Sustainable Development Goals (SDGs) offer a framework and unique opportunity for this. Through analysing individual SDGs, we argue the feasibility of an OH approach towards achieving them. Feasibility assessments and outcome evaluations are often constrained by sectoral politics within a national framework, historic possession of expertise, as well as tried and tested metrics. OH calls for a better understanding, acceptance and use of a broader and transdisciplinary set of assessment metrics. Key objectives of OH are presented: that humans reconnect with our natural past and accept our place in, and dependence on our planet's ecosystems; and that we recognize our dependence on ecosystem services, the impact of our development thereon and accept our responsibility towards future generations to address this. Several action points are proposed to meet these objectives.

One Health (OH) positions health professionals as agents for change and provides a platform to manage determinants of health that are often not comprehensively captured in medicine or public health alone. However, due to the organization of societies and disciplines, and the sectoral allocation of resources, the development of transdisciplinary approaches requires effort and perseverance. Therefore, there is a need to provide evidence on the added value of OH for governments, researchers, funding bodies, and stakeholders. This paper outlines a conceptual framework of what OH approaches can encompass and the added values they can provide. The framework was developed during a workshop conducted by the "Network for Evaluation of One Health," an Action funded by the European Cooperation in Science and Technology. By systematically describing the various aspects of OH, we provide the basis for measuring and monitoring the integration of disciplines, sectors, and stakeholders in health initiatives. The framework identifies the social, economic, and environmental drivers leading to integrated approaches to health and illustrates how these evoke characteristic OH operations, i.e., thinking, planning, and working, and require supporting infrastructures to allow learning, sharing, and systemic organization. It also describes the OH outcomes (i.e., sustainability, health and welfare, interspecies equity and stewardship, effectiveness, and efficiency), which are not possible to obtain through sectoral approaches alone, and their alignment with aspects of sustainable development based on society, environment, and economy.
